High-Voltage Ring Main Refurbishment

Project Overview

  • Replacement of sections of underground high voltage cable throughout the base
  • Approximately 3.5km of paper insulated lead core (PILC) cable is to be replaced with cross linked polyethylene (XLPE) cable
  • Tree removal and revegetation works

Challenges

  • Operated civilian and military aerodrome including a major international military exercise (Operation Pitch Black ’16)
  • Existing undocumented services
  • Management of risks to vegetation using expert horticultural expertise. Works aimed at preserving existing tree
  • Complex stakeholder requirements on outages including:
    • 452SQN (Air Traffic Control)
    • Thales (Management of the RBD Explosive Ordinance Facility)
    • 31SQN (Fuel Farm 3)

Successes

  • Project completed before target completion date and under budget
  • No disruptions to base operations
  • No LTIs or MTIs
  • No defects at handover
